In 1962, the California Conference of Local Health Officers (CCLHO) passed a resolution supporting the organization of various local health department administrative personnel into statewide affiliates groups.

A committee of the nursing conference group proposed an organizational plan that was adopted at the 1963 annual meeting and was later approved by CCLHO.
